This project included design/build commissioning; however, Peter Basso Associates was retained by the contractor to assist with assuring the building systems functioned in accordance with the design intent, while helping the contractor maintain the construction and move-in dates.
First Solar is a 1-million-square-foot manufacturing plant built for the production of its new Series 6 thin-film solar panels for use by large utility solar farms, on public buildings, and at off-grid industrial sites. This is the second First Solar manufacturing plant; this one is located in Lake Township, Ohio.
The scope of services included commissioning of the systems and components; design review; commissioning plan and installation checkout and functional plan development; coordinating, overseeing and witnessing the functional testing. When needed, Peter Basso Associates assisted in troubleshooting with associated design recommendations for the engineer of record to review. Operations & Maintenance Manuals were reviewed along with overseeing the training of the facilities personnel.
Also included under the commissioning responsibilities was NETA certified electrical testing along with Testing, Adjusting, and Balancing work performed by subconsultants to Peter Basso Associates. This provided a cohesive system installation and operational verification to give the building owner a high level of confidence that the building systems and support process utilities would be ready and functioning as intended.
Systems included in commissioning encompassed all the mechanical systems and electrical systems, including HVAC systems, heating systems, refrigeration systems, temperature control systems, exhaust systems, domestic hot water systems, electrical components serving the mechanical systems, emergency generator with transfer switches, lighting controls and fire alarm.
